Elderly Grant Rehabilitation Program
The Elderly Grant Rehabilitation Program assists low-income elderly individuals and families address health and safety issues in the home. The program is designed to repair major systems in the home, up to a maximum grant amount of $35,000.00, which is secured by a ten-year lien. The repair costs to bring the home into compliance must not exceed the program's financial capability. Eligible systems include:

Home Energy Saver Program
The Home Energy Saver Program (Energy Assistance Program) is designed to assist City residents who are at least 62 years of age with overall improvement of energy efficiency in the home. Assistance is provided with window and door replacement, insulation, air sealing, and overall home efficiency.

REPAIR PROGRAMS
The programs listed below are designed to benefit those households of low- to moderate-income levels. Assistance is provided with minor repairs up to a maximum of $5,000 for each program. Applicants must meet the following criteria for each program:

Handicap Assistance Program
This program aids handicap and disabled persons to make their homes more accessible by adding accessories that increase their mobility. Available amenities include grab bars, wheelchair ramps, handrails, and other items.
Health and Safety Repair Program
The Health and Safety Repair Program addresses repairs to operating systems within the home that impede the overall safety and health of the family. Eligible systems are: (1) heating and air, (2) roof, (3) floor, (4) plumbing and (5) electrical systems.
Water and Sewer Connection Program
Water and Sewer Connection Assistance aids with connection the City’s water and sewer systems. Financial assistance is provided to cover the costs of the tap fees and plumbing associated with connecting to either one of both of the systems.

Note: All applications are provided to homeowners based upon preliminary qualifications. Program acceptance will be subject to a full application being received, and applicant meeting all such program requirements. Borrower’s income cannot exceed the designated percentage per program based upon the area’s median income per family size. The income guidelines are subject to change annually
